PURPOSE:To improve the human interface by outputting a video/audio signal onto a video output monitor of a video information user terminal equipment based on management information in the center. CONSTITUTION:When a call is opened from an operation section 53 of a video information user terminal equipment 5 to the center 4 via an ISDN network 3, channel is opened between an interface section 51 and an interface section 41 in the center 4. Then the interface section 41 after that informs a service control section 434 of an incoming information from the video information user terminal equipment 5. The service control section 434 reference management information in an information collection management section 45 to generate initial menu data and a data control section 42 converts the data into a data form to be sent to the ISDN network 3 via a user terminal equipment data storage buffer 433 and the interface 41. Thus, the video information user terminal equipment 5 receives the initial menu data and a guidance is offered by a monitor 55 and a speaker 54.
