A nonoriented electric steel plate is prepared by (a) heating and hot rolling the slab containing less than 3.5 wt.% silicon, less than 0.7 wt.% aluminum, less than 0.05 wt.% carbon, the balance of iron and other impurities to maintain ferrite phase in the temperature range of less than Ar1 and more than 750 deg.C, (b) making the heated slab into the hot rolled coil, (c) winding the coil at 650-750 deg.C, (d) maintaining the hot rolled coil with constant temperature in the range of 650-750 deg.C for 2-15 hrs. and cooling, and (d) acid cleaning, cold rolling and annealing.
