Cosmetic composition comprises at least a polymer consisting of at least an acid function, and at least an amino neutralizing agent to neutralize at least a part of the polymer, where the amino neutralizing agent is a polymer carrying at least an amino function, and at least 50 mole% of repetitive units forming the polymer having a log p = 0, in a medium. An independent claim is included for a cosmetic treatment, preferably make-up, protecting, cleaning, coloring and maintaining of keratin fibers, skin of the body or face, lips, eyelashes, nails and hair, comprising applying the composition on the keratin fibers.
