PURPOSE:To provide the subject liquid giving a large electrically viscous effect and a good dispersion stability by dispersing the fine particles of a polymeric electrolyte in an electrically insulating liquid, the polymeric electrolyte being produced by neutralizing a carboxyl group-containing organopolysiloxane with a base containing a metal. CONSTITUTION:(A) The fine particles of a polymeric electrolyte produced by neutralizing a carboxyaryl group-containing organopolysiloxane such as a compound of formula I (R<1> is alkyl; R<2> is alkylene; Q is group of formula II, etc.) with a base containing a monovalent or divalent metal are dispersed in (B) an electrically insulating liquid preferably comprising a diorganopolysiloxane oil to provide the objective liquid causing no abrasion with peripheral apparatuses.
