PURPOSE: To obtain an optically transparent and effective formulation for protecting hair, having efficient and substantive conditioning activities excellent in transparency, usability, long term stability, easiness of formulation and salt resistance. CONSTITUTION: This optically transparent formulation for protecting hair, used as a conditioner, shampoo, etc., having efficient and substantive conditioning activities excellent in transparency, usability, long term stability, easiness of formulation and salt resistance consists essentially of (A) transparent or translucent polyorganosiloxane microemulsion containing a polyorganosiloxane including a group selected from a polar group bound with Si by a Si-C bond or a Si-O-C bond and silanol group, a surfactant insoluble to the polyorganosiloxane, and water, and including the polysiloxane in a form of particles having <0.14μm average particle diameter in the microemulsion, (B) an accumulation auxiliary and (C) water, and further includes optionally (D) a detergent and/or (E) a water-thickener.
