PURPOSE: To smooth noises and improve definition by detecting an extremely fine part present in a window being a problem, leaving all the polynomials of a reconstitutable image having a high special frequency when the extremely fine part is not present, and executing a specific comparing operation to polynomial coefficients for realizing a reconstituted image substantially free from various categories of the noises. CONSTITUTION: A multiple ratio element is expressed by the weighted sum of a polynomial set orthogonal to a window function, and arranged as a finite set according to the ascending order. Next, a fluctuating extent amount is generated for each window 22 based on at least arbitrary element of the set of lowest rank polynomial coefficients. A prescribed discrimination level 52 in which a low or high result signal is generated is compared with this amount. The lowest rank element of this set is transmitted under the control of this low result signal, and the arbitrary rank element is equally transmitted under the control of the high result signal.
