PURPOSE:To monitor and control the major apparatus and device of a fuel cell power generating device for a stable operation under proper conditions. CONSTITUTION:A moisture meter 8 is arranged at the process major position of a fuel cell power generating device, and the moisture ratio in gas is directly and invariably monitored or controlled. The moisture meter 8 is arranged on the upstream side of the fuel system of a reformer 2, for example, the moisture ratio in the raw fuel is monitored, and the ratio of the steam to be mixed with the raw fuel is controlled to a preset value.
