The apparatus comprises punch mould frames (3)(3a) located on both ends of carriage (2), holes (22)(22a) for penetrating steel wires (21)(21a) provided at the center line (Y) between the upper and the lower punch bar (18)(18a) operated by cams (41)(42) of following shaft (32), and dies (7)(7a). When the dies are going up, upper forming holes (8)(8a) coincide with the punch bars (18)(18a) and when the dies are going down, lower forming holes (9)(9a) coincide with the punch bars (19)(19a). Feeding rollers (38)(38a) and cutters (31)(31a) are respectively operated one time according to the one rotation of a main shaft (10) to make the operation of the punch mould frames (3)(3a) and the supply of workpiece to be 1:1.
