PURPOSE:To obtain a copy with proper density without making a density correcting operation difficult by permitting a control start means to determine the time at which a controller starts the control of the development characteristics. CONSTITUTION:A test pattern generator 72 outputs a signal at the control start time set in the control start means 73. An exposure means 13a exposes the surface of a photosensitive drum 11 based on the signal. The surface of the photosensitive drum 11a is uniformly electrified by a primary electrifying unit 12a and an electrostatic latent image is formed on the surface. The electrostatic latent image is developed by a developing unit 15a and transferred on a transfer belt 22 by a transfer electrifying unit 16a. The reflection density of the transferred test pattern 33 is measured by a reflection density measuring device 1 and the controller 5 controls the voltage of the primary electrifying unit based on the result of the measurement.
