<p>PURPOSE:To estimate VP and VC cell transfer quality so as to take the effect of quality deterioration onto a VP exchange node into account when a cell transfer control function in the unit of VPs is not realized in a VC exchange node. CONSTITUTION:A permissible worst value of cell transfer quality attended with multiplexing of a VC group to each VP is specified to each VP and allocation of a VC is implemented to each VP in a VC exchange node 201 in a range to satisfy the permissible worst value. Moreover, the allocation of each VP to a physical transmission line 201 is implemented so that the capacity sum specified to each VP subject to multiplexing to the physical transmission line 211 does not exceed the pay load capacity of the physical transmission line 201. Then with respect to VP connection 222 set between the two VC exchange nodes 201,203, each of cell transfer quality in the VC exchange node 201 and the VP exchange node 202 is set to the permissible worst value and they are integrated to define the worst value of the cell transfer quality in the VP connection 222.</p> |
