This electric potential control device 10 is used for electrochemical measurement of a liquid or a substance W (substance to be measured) containing a liquid. The device is provided with the following: a first electrode 3 which is in contact with the substance W to be measured; a second electrode 4 which is in contact with the substance W to be measured and is grounded; and a voltage generating unit 7 which supplies a pulsed voltage to the first electrode 3 that is for setting the electrochemical measurement reference-potential in the substance W to be measured.
