A transmission management system receives, when a terminal and a relay device is connected, domain information that indicates a management system capable of executing control associated with start of communication using the relay device. The management system can allow another management system to execute control based on the domain information even if the management system cannot execute the control.

receive a request from a second transmission terminal for a start of communication between a first transmission terminal and the second transmission terminal via a communication network, the request including domain information identifying a transmission management system capable of executing control associated with the start of communication using a selected relay device for relaying a communication between the first transmission terminal and a transmission terminaldetermine whether the present transmission management system is configured to control the selected relay device,when it is determined that the present transmission management system is configured to control the selected relay device, execute control of the selected relay device for the communication between the first transmission terminal and the second transmission terminal, andwhen it is determined that the present transmission management system is not configured to control the selected relay device, transmit control request information indicating a request of the control to another transmission management system that is configured to control the selected relay device.
