The device is of the type including thrust cylinders for manoeuvring the movable member between a first position and a second position, which includes elastic means, such as springs, for returning the movable member from the second position towards the first position. According to the invention, it comprises, on the one hand, a lever (40) keyed onto the shaft (23) about which the movable member (3) pivots, coming into the locked position when the said elastic means are stretched (tensed) and, on the other hand, means (50, 71) capable of retaining this lever (40) in the locked position and of releasing it upon demand.
