The first object of the present invention is to provide a refilling material which refills safely and securely without the need of using a roller. The second object of the present invention is to provide a refilling method using a refilling material which refills safely and securely without the need of using a roller. The refilling material with liquidity is formed by mixing a hardener such as cement or lime with water and a flowable aggregate such as colloid state remainings produced from washing quarryings. The refilling method is to refill the refilling space by a refilling material that has liquidity formed by mixing hardener and water and flowable aggregate.
