<p>PURPOSE:To select an arbitrary screen against as a counter measure for preventing the degradation of image quality, especially the deterioration of resolution due to the low bit rate transmission of dynamic images attending on the movement and to transmit the high quality image. CONSTITUTION:The image is transmitted through a frame memory 1 storing arbitrary one screen of the dynamic image to be inputted, a selector 2 selecting either one of the input of a memory or an output video signal, and an information source encoding part 100 using at least the correlation (between frames) in the time base direction. One screen is stored in the frame memory by a frame selection signal, and the same image is transmitted only for the time selecting the memory output in the selector. The correlation between frames becomes '1' equivalently in the encoding using the correlation between frames in the time base direction and the difference with the former frame can be gradually reduced to zero in the lapse of the time. Thus, the high resolution image can be obtained on a reception side even in the low bit rate transfer of the dynamic image with small correlation.</p> |
