DEVICE AND METHOD FOR DISCRIMINATING CONGESTION OF PROGRAM STORED EXCHANGE

PURPOSE:To reduce the abort probability of a priority cell by comparing a non-priority cell abort reference number set in advance to a memory with a non-priority cell abort number within a prescribed time so as to set a detailed congestion discrimination criterion and so as to detect the congestion. CONSTITUTION:A non-priority ATM (asynchronous transfer mode) cell abort number per unit time is applied from a maintenance terminal 10 and the applied data are set to a non-priority ATM cell abort reference memory 6 through a central processing unit 9 and a control bus 11. A non-priority ATM cell abort monitor measurement circuit 4 monitors a non-priority ATM cell abort in an ATM cell exchange switch 8 and an ATM network interface circuit 7 and compares the count of a non-priority ATM cell abort counter 5 with a content of an ATM cell abort reference memory 6 when any abort takes place. When the count of the non-priority ATM cell abort counter 5 is larger than the content of the non-priority ATM cell abort reference memory 6, it is informed to the central processing unit 9 that the non-priority ATM cell abort number reaches a reference value.
