PURPOSE:To provide the above device stably controlling the tension values of a plurality of sheets of paper to proper values. CONSTITUTION:A trolly 2, a nipping roller 3, a tension control roller 4 and a tension operational control part 5 controlling them to control the tension of a plurality of sheets of paper are provided. The tension operational control part 5 controls the pressure value of the trolly 2 and that of the nipping roller 3 to stably control a synthetic tension value and subsequently controls the control roller 4.
