Next, an aerial cable W is clamped with an anchoring clamp 8e of the anchoring device, and the aerial cable is cut at the right and left positions of an existing through insulator 10, and the existing insulator 10 is removed from the D-shaped arm 7, and then the aerial cable is changed over.</p>
