In a video signal recording and reproducing apparatus for PAL or SECAM system color television signal, there are provided detector (20) for detecting discontinuity points of a reproduced chrominance signal or a reproduced horizontal synchronizing signal, device (12) for retarding a reproduced brightness signal by [2(tH + alpha H) - m] lines and retarding the reproduced chrominance signal by [2(tH + alpha H) - 2 l ] lines with respect to the signal before the discontinuity point each time the discontinuity point is detected by the detector, and device (16, 17, 18) for advancing the reproduced brightness signal by [2(tH + alpha H) - m] lines and advancing the reproduced chrominance signal by [2(tH + alpha H) - 2 l ] lines with respect to the signal before the discontinuity point each time the discontinuity point is detected by the detector.
