PURPOSE:To continue a call during talking through minimized changeover processing while avoiding forced interruption by regulating calls so that a changeover object call is less at that point of time when the occurrence of a fault of a satellite is predicted. CONSTITUTION:A new call 16 is busy through a radio channel #b2 at the point of a sun transit start time t2 of a satellite (a) after the end of calls 14, 15 through radio channels #b1, #b2 utilizing a satellite (b). In response to a changeover request from the satellite (a), an idle radio channel is retrieved from the radio channels #b1, #b2 utilizing the satellite (b). Since the radio channel #b1 is idle, a talking call 13 is switched (25) to the radio channel #b1. Thus, the call 13 of the radio channel #a3 utilizing the satellite (a) is switched to a call 17 on the radio channel #b1 to continue the communication and forced interference is avoided. |
