<p>PURPOSE:To prevent the generation of a flicker or the like in a still area by updating the storage of a signal level in a picture element block at the time of judging a remarked image block dynamic area, and at the time of judging it as a still area, removing an inter-frame difference in the still area without updating the storage of the signal level. CONSTITUTION:A judging circuit 1 judges a dynamic area by the ratio of two kinds of chrominance signals Cb, Cr. At the time of judging a remarked picture element block as a dynamic area, a write control circuit 2 writes the level of each component signal in the picture element block in a storage circuit 3. At the time of judging the block concerned as a still area, the stored contents of the circuit 3 are not rewritten supposing that the levels of respective component signals in the block are not changed, so that a difference signal in the still area can be set up to zero. A reading circuit 4 reads out the signals Cb, Cr stored in the circuit 3 to the circuit 1 to judge a dynamic/still area and sets up respective component signals of each picture element block in which only a dynamic area is changed without changing a still area as frame signals.</p> |
