<p>PURPOSE:To improve coding efficiency and picture quality by adaptively selecting the coding of a frame block and a field block in the highly efficient coding of a moving image. CONSTITUTION:An input picture 11 is decomposed to a frame block and a field block by a frame/field converter 12 and respective fields are coded by a frame coder 13 and a field coder 14. Entropy values ER, EF and local coded pictures RR, RF to be respective coded results are inputted to a comparator 16, which determines frame coding or field coding and outputs a compared result ZM. A selector 15 selects either one of Huffman coding outputs HR, HF based upon the compared result and outputs the selected output as a ZH.</p> |
