PURPOSE:To constitute the system so that a transmitter can know immediately a act that an urgent message is undelivered by providing an adjacent coupling means, a repeating destination monitoring means, an electronic mail retransmitting means, and a non-delivery transmitting means. CONSTITUTION:The system is provided with an O/R address analyzing means 3, an adjacent coupling means 4, a repeating destination monitoring means 5, an electronic mail retranmitting means 7, and a non-delivery transmitting means 11. In this case, in a network constituted of many node node devices 2, since an MOTIS/MHS (message directional type text change system/message communication service) communication channel between the node devices 2 which an electronic mail transmitted from a transmitter passes through is not opened, priority described in this electronic mail is confirmed at the time of accumulating the electronic mail until the repeating node device 2 starts an operation, and the electronic mail having the highest priority is not accumulated, and an unallottable notice is returned immediately to the transmitter. In such a way, an allotment of an urgent electronic mail to a receiver can be executed surely.
