PURPOSE:To cope with the occurrence or nonoccurrence of an unspecified object and the change of an object over a long period. CONSTITUTION:The first frame memory circuit 1 recording and holding the image information to be compared and the second frame memory circuit 2 recording the image information for each optional time at the same location as the compared object are provided. Numbers of dots of the corresponding same portions or numbers of dots of the different portions of the information of the first frame memory circuit 1 and the information of the second frame memory circuit 2 are compared by a dot number comparing/judging means 3, and a signal is generated from a signal generating circuit 4 based on the result.
