<p>PURPOSE:To obtain a decoded image having high picture quality by changing the speed of increasing areas in which frame memory is rewritten according to the degree of change of the image at the time of scene change. CONSTITUTION:A line counter 13 resets a counter when a scene change signal inputted through a line 1013 is other than 0, that is, when scene change is occurred to perform counting. for instance, when the scene change signal is 1, the change of image at the time of scene change is small, and the generation of information is reduced, and accordingly, the speed of counting is made to 3X/picture (X is the number of lines), and counting is made at high speed. When the scene change signal is 2, and the change of the image is relatively small, the speed of counting is made to 2X/picture, and counting is made at relatively high speed. When the scene change signal is 3, the change of the image is very large, and many information is generated, and accordingly, the speed of counting is made to 1X/picture and the counting is made slowly. Thus, the speed of counting is changed according to the degree of change of the contents of the image at the time of scene change.</p> |
