PURPOSE:To prevent the picture quality from being affected by the picture size to compress picture data by normalizing a conversion coefficient by the normalization coefficient obtained from the total activity in accordance with the number of blocks of the picture. CONSTITUTION:The block activity outputted from a block activity calculating part 20 is outputted to a total activity calculating part 26 and a bit distribution calculating part 40 of an encoding party 28. The total activity calculating part 26 adds block activities of one picture to calculate the total value, namely, a total activity Act and outputs it to a normalization coefficient setter 22 and the bit distribution calculating part 40. A normalization coefficient setting part 22 sets a normalization coefficient alpha to a normalizing part 16 in accordance with the total activity Act. In this case, a look up table(LUT) 23 where the normalization coefficient alpha is stored correspondingly to the total activity Act of one picture is referred to select the normalization coefficient alpha. |
