<p>PURPOSE:To prevent an excess code volume from being required in end parts of a picture in the case of subband encoding of a picture signal or conversion encoding which uses orthogonal conversion of block overlap. CONSTITUTION:A weight coefficient discriminator 13 calculates the position in the picture of the picture signal based on synchronizing signal and outputs a weight coefficient (w) which approaches 0 according to approach the end of the picture. A multiplier 16 multiplies the input picture signal by the weight coefficient (w), and a multiplier 17 multiplies the output of a certain value output device 18 by a coefficient 1-w. An adder 19 adds output signals of two multipliers, and an encoder 14 encodes the output. Since the picture signal is smoothly set to a certain value in the end of the picture, the excess code volume is not required there.</p> |
