PURPOSE:To provide a movement compensation function, to reduce the scale of construction and to reduce cost. CONSTITUTION:Data for prescribed period of the preceding data written in a frame memory 23 are stored in a small-capacity memory 25, movement compensation calculation is performed from the current frame data and the data read out of the small-capacity memory 25 by a movement compensation circuit 26, and the difference between the data of the small-capacity memory 25 and the current frame data is calculated and encoded corresponding to the output of the movement compensation circuit 26. |
