PURPOSE:To provide a preheater-generated drain restrainer for restraining a large amount of drain from being generated at a preheater provided to a fuel gas reformer. CONSTITUTION:The outlet side cooling water system 16 of an after-cooler 2 is provided with a control valve 17. A cooling water bypass pipe 18 bypassing the after-cooler 2 from the inlet side cooling water system 16 of the after-cooler 2 and connected across the downstream part cooling water system 16 of the control valve 17 is provided and a bypass valve 19 is interposed in the passage of the bypass pipe 18. |
