PURPOSE:To attain an inverse reproduction and a random access by a reduced memory amount by recording data in a storage media system, for example, a magnetic tape or a disk. CONSTITUTION:The movement vector of a reference frame and a processing frame among frames rearranged by a frame rearranging circuit 101, is searched by a movement vector detecting circuit 102, and a difference between the reference frame and the processing frame is obtained by a subtracter 103. The data orthogonal-transformed by an orthogonal transformation circuit 104 are requantized by a quantizer 105, and variable-length-encoded by a variable length encoder 106 according to the frequency of generation. And also, for reconstructing the reference frame, the data are inverse-quantized by an inverse quantizer 108, and inverse-orthogonal-transformed by an inverse orthogonal transformation circuit 109, so that the reference frame can be reconstructed into a picture. A movement correcting and inter polating processing according to the processing frame, is operated to the reference frame reconstructed into the picture by a movement correcting and interpolating circuit 110, and the difference processing is performed. And also, the movement vector is variable- length-encoded by a second variable-length-encoder 111. |
