PURPOSE:To automatically transmit a message (a voice mail) from a switchboard (SWE) to a calling destination moving body terminal (MSS) through a control channel when the communication of the target MSS is enabled by accumulating the message from a caller (CLG) in the SWE in advance at the time of no response of the MSS. CONSTITUTION:When a destination MSS3 can not communicate, a SWE1 accumulates the message from a CLG4 in a voice mail device (VM) 14. Upon receiving a position registering signal from an opposite party the SWE1 takes the voice main out of the VM14 and an encoder (ENC) 15 encodes a sound signal. The voice mail signal is carried on the control channel 6 of the transmission wave from a radio base station (MBS) 2 to transmit to the MSS3. The MSS3 stores the voice mail in a voice mail storing memory (MEM) 31 and notices the user by diplaying it on an incoming indicator (IND) 32. A decoding circuit (DEC) 33 decodes the received voice mail based upon the instruction of a user and a speech generator (VGN) 34 outputs the voice mail in speech.
