In a process and a device for determining the flow rate of a gas or liquid, a signal varying in time is applied between two electrodes (3, 4; 13, 14, 15) which are electrically insulated from the gas or liquid, whereby space charges generated in the gas or liquid around the electrodes (3, 4; 13, 14, 15) are shifted and image charges between conductive regions (3a, 4a; 13a, 14a, 15a) of the electrodes (3, 4; 13, 14, 15) are reversed, thus providing a measuring current, whereupon the time elapsed between the change in the voltage and a change in the measuring current caused by the voltage change is found and the flow rate is deduced therefrom.
