A composition of matter is disclosed comprising a composite of fluorinated particulate carbon dispersed in a polyimide polymer, the fluorinated carbon being present in an amount sufficient to substantially reduce the TCE of the polyimide and in an amount also sufficient to increase or decrease the dielectric constant of the composition when the composite is heated slowly or quickly to temperatures of about 400 DEG C. The composite can be made conductive by irradiating it with an UV excimer laser. <IMAGE>
