CONSTITUTION:A control signal to calculate each absolute value sum of inter- frame predicted error signals when the in-loop filter 4 is turned on and when it is turned off for every predetermined block unit, and to select the predicted error signal of the smaller absolute value sum by a comparator 11 is generated, and this predicted error signal of the smaller absolute value sum is encoded and transmitted as the inter-frame predicted error signal.
