PURPOSE:To surely protect a memory by setting the operation mode of a processor for controlling so as to execute rewriting inhibition control corresponding to the attributes of a program and data inside the memory. CONSTITUTION:The program for controlling is constituted by a procedure part indicating processing contents and procedure, a fixed data part and a variable data part. The four programs are stored in the memory 102, for example, and the procedure part P1-P4, the fixed data part: F(fixed)1-F4 and the variable data part: V(variable)1-V4 are provided. Here, when the online mode is set, a writing operation to the procedure part and the fixed data part by a controller processor is inhibited. When the offline mode is set, the writing operation to the procedure part by the controller processor is inhibited. When the initial mode is set, the writing operation to a controller memory is not inhibited.
