PURPOSE:To precisely infer the amount of encoding information for deciding an encoding parameter in picture encoding transmission rate control. CONSTITUTION:The amount of power or amplitude information of an inter-frame differential signal is given as the input of an adaptive filter, and the amount of the encoding information at present is inferred by frame power or amplitude in the past and at present weighted by a tap coefficient, and is outputted. Then, the encoding parameter is decided in accordance with the inferred amount of encoding information of this output. Since the output of the adaptive filter 106c becomes the amount of frame encoding information at present inferred by the amount of information of the inter-frame differential signal in the past and at present weighted by the tap coefficient, it can be inferred precisely, and the appropriate encoding parameter can be decided. |
