PURPOSE:To obtain a picture encoder device capable of constituting compact hardware by executing rearrangement of prescribed numbers at the time of encoding. CONSTITUTION:This device is provided with an arithmetic part 10 to calculate the distributed value of an amount of information related to each block as the function of a picture element value, a counter part 11 connected to the arithmetic part 10 to obtain (L-1)-pieces of values k(m, j) corresponding to the quantization index (m) of the distributed value of the amount of information from a table prepared beforehand, forming histogram hist (k (m, j)), and an accumulating part 12 which is connected to the counter part 11, to accumulate successively the formed histogram hist (k), and to determine a parameter A on the basis of this including a bit allocating part 13. |
