PURPOSE: To detect a hot spot being generated in the matrix of a heat absorption material and to suppress the hot spot without an intervention of a human by verifying a hot spot with a hot spot detection device, and spraying water selectively with a nozzle on a pipe array for reducing the temperature of the hot spot. CONSTITUTION: A hot spot detection device 78 and a temperature suppression device 62 are provided at a position being fixed in reference to a rotor 14 and another position, respectively. When the hot spot detection device 78 detects the presence of a part where a threshold temperature is exceeded, the temperature suppression device 62 is operated and the rotor 14 rotates, thus scattering suppression water only when the hot spot is within a range that is operated by the temperature suppression device 62. The timing of the operation of each nozzle is determined so that a spray is started, for example, when specific hot spots 60 and 80 enter the application range of specific operation nozzles 92 and 96 and the spray is maintained until the hot spot exists in the application range of the nozzle spray.
