The apparatus copies the voice signal and the control data of a read- only compact disk on a writable compact disk. The apparatus comprises a reproducing section (100) for reproducing the information of the read-only compact disk, a copying section (200) for copying the information of the read-only CD on the writable CD, a PLL section (300) for providing the synchronous bit clock to the reproducing section and the copying section, and a variable speed controller (400) for providing the power to the copying section in response to the selected frequency.
