摘要 PURPOSE:To obtain the multidimensional orthogonal conversion encoder of an image signal which can obtain a decoding image for minimizing the degradation of an image quality. CONSTITUTION:An input image signal 13 blocked to three dimension prepares the three-dimensional conversion coefficient converted orthogonally in a three- dimensional orthogonal converting circuit 2. The three-dimensional conversion coefficient block is inputted to a conversion coefficient separation boundary deciding circuit 3, and outputs a plane separating signal to indicate the lowest area time direction plane and the plane except it out of the conversion coefficient planes of the time direction. At a conversion coefficient separating circuit 4, the three-dimensional conversion coefficient block and the plane separating signal are inputted, and the lowest area time direction plane and the plane except it out of the conversion coefficient plane of the time direction are identified. For the outputted lowest are time direction plane, by a first variable length encoding circuit 5, the conversion coefficient on the plane is variable-length- encoded, outputted as first encoding data 6 and double recording to recording media.
