The method and device measures and adjusts the electrical condition of a cable or portion of an electrical cable (1) comprising a central conducting core surrounded by an insulating layer, the latter carrying a plurality of electric charges distributed throughout its volume. The conducting core is heated (13, 15) for a given time until the insulating layer reaches a given temperature, so that a centrifugal heat wave is produced which passes through the insulating layer by diffusion and causes a displacement of the said electric charges. <IMAGE>
