The disclosed formulations and methods of disposing the formulations alleviate problems due to solvent evaporation into the atmosphere which cause many legal and environmental problems. The figure exemplifies a preferred method of disposing of cloths which have been contacted with the disclosed formulations and applied to a surface in a cleaning operation.
