<p>PURPOSE:To improve the compression ratio of image data without degrading picture quality by dividing a moving image into a background and a foreground, transmitting the background at a slow speed and transmitting the foreground by A using a blank area. CONSTITUTION:Backgrounds are removed from original images by respective foreground segmenting parts 101A, 101B to obtain required foregrounds Va, Vb, which are respectively inputted to encoders 200A, 200B. Objective image components are respectively extracted by the encoders 200A, 200B and the coordinate data and positional data of the components are formed and then compressed. The compressed data and reference position data are together supplied to a recording data forming means 103 through a packing 102. On the other hand, one frame out of two frames in a background image BG is inputted through a switching circuit 104 and compressed by an encoder 105 to form prescribed data. The prescribed data are bisected by a bisecting circuit 106 and then the divided data are supplied to the means 103. The means 103 forms recording data consisting of data of 1/2 one-frame background image and one-frame portion data corresponding to two kinds of foreground images.</p> |
