PURPOSE:To measure traffic by using only header information included in a first packet when a frame is divided into plural packets. CONSTITUTION:A packet detection section 20 receives a packet signal sent on a transmission line 10. A header detection section 30 uses a packet signal detected by the packet detection section 20 to detect a header and to read frame link information. A packet length detection section 40 reads a data length described to a head of the frame and records the integrated data length to a counter of a recording section 60.
