PURPOSE:To prevent the decode of an initializing instruction from being disabled or to prevent the instruction from being erroneously decoded by turning off a line connected to a desired base station, which is initialized by a control means, at a control station, detecting this line by a detecting means at the base station and initializing it. CONSTITUTION:At a radio communication system connecting a control station equipment 4 and plural base station equipments 1-3 by lines 13, in the case of initializing the base station equipment 1, for example, the OFF of an electrically physical state (layer 1) of the relevant line 13 is instructed to a layer-1 control part 6. The control part 6 transmits a signal 11 (OFF) for the layer-1 control of the relevant line 13 to a layer-1 operation part 7, and the electrically physical state is turned off. At the base station equipment 1, a layer-1 detection part 9 detects the OFF of the electrically physical state at the relevant line 13. Then, an initializing signal 12 is respectively transmitted to a signal processing part 8 and another processing part 10, and the equipment is initialized according to processes decided for the respective parts.
