PURPOSE:To enhance a welding strength of a tab terminal to be mounted as an anode lead at a flat capacitor element having a platelike electrode foil, to a lead frame. CONSTITUTION:A length of a flat plate l0b of a tab terminal 10 is set to a width or longer of an electrode foil 2, solid electrolyte of conductive polymer substance and a cathode layer are formed on the foil 2, the plate l0b is separated from a round rod l0c, and the plate 10 is welded to an anode terminal strip of a lead frame.
