PURPOSE:To suppress the increase of traffic in a packet exchange network by means of the transmission of network management information and to improve the reliability of control information notice. CONSTITUTION:At the time of transferring a general user data packet between terminals (a) and (b) connected to the packet exchange network through packet exchanges A and B, network management information is transferred by mounting it in the transmission recognition frame of a layer 2 from the reception-side packet exchange to the transmission source packet exchange when network management information to be transmitted/-received occurs between the packet exchanges A and B.
