PURPOSE:To improve the speech quality by including a transmission power setting value to a call signal or an incoming call reply signal and sending the resulting signal to a base station and setting transmission power of its own station based on a transmission power setting value. CONSTITUTION:A control section 41 of a portable set 4a sets a transmission power of a transmission section 41 according to a setting value of a transmission power generated based on the strength of an electric field of a radio wave received by a transmission power control section 26 from a base station 2a and sends a call signal to the base station 2a. When a control section 21 of the base station 2a receives the call signal from the portable set 4a, the control section 21 starts usual call processing and sets the transmission power of a transmission section 22 based on the transmission power setting value sent while being included in the call signal. Moreover, in the case of the arrival of a call from the base station 2a to the portable set 4a, similarly a transmission power control section 46 includes the transmission power setting value generated based on the intensity of the reception electric field to the incoming reply signal returned from the portable set 4a to the base station 2a with respect to the arrival of the call and sends the result to the base station 2a to control the transmission power.
