PURPOSE:To improve security when a card is stolen by providing a means setting the lower limit remaining amount of an account and a means inhibiting a payment transaction reducing the remaining amount below the set level. CONSTITUTION:When the remaining amount 84 in the account is one million yen and a limit amount is six hundred thousand yen, withdrawal inavailable amount is sixty thousand yen and a withdrawable amount is forty thousand yen. A card is inserted, a code number is inputted and five hundred thousand yen is designated in an amount input. After checking the input amount, a center checks whether or not a formula of (remaining amount in the account)-(limit amount)>(withdrawal request amount) is satisfied, and whether or not center on a cash transaction device side responses that the withdrawal available limit amount is exceeded is discriminated. Since the withdrawal available limit amount in this case is four hundred thousand yen, the limit value is exceeded by an amount of one hundred thousand yen. In such a case, the exceeded amount is displayed, bills equivalent to the withdrawal available amount, that is, four hundred thousand yen are counted, specification contents such as the limit amount, the exceeded amount, a caution message, etc., are printed and outputted to notify a user of the fact that the limit value is exceeded.
