PURPOSE:To quickly and suitably perform the measures for disaster prevention and to suitably perform the disaster prevention. CONSTITUTION:An information to primary-secondary-process, by an information processing part 4, the raw information collected by an information collecting processing part 3 is stored into a collection information file 5. Based on the information stored in the collection information file 5 and the data stored in an intelligent data base, by a forecasting processing part 7 and an AI processing part 8, the condition of a river in the future, the necessity of an alarm and warning and the measures to be taken and so forth are judged by using the AI processing. The judged result is stored in a forecasting information file 10, suitably read by an output processing part 13 and outputted through a communication processing part 14, a display 15, a recorder 16 or a display board 17. |
